Al Qaeda Supporters’ Tape to Call for Use of WMDs

Intelligence and law enforcement sources tell ABC News they are expecting al Qaeda supporters will post a new video on the Internet in the next 24 hours, calling for what one source said is “jihadists to use biological, chemical and nuclear weapons to attack the West.”

Officials say they expect a new tape from al Qaeda to call for the use of weapons of mass destruction against civilians. The group has released messages with increasing frequency this year.

“There have been several reports that al Qaeda will release a new message calling for the use of weapons of mass destruction (WMD) against civilians,” FBI spokesman Richard Kolko told ABC News in an e-mail.

“Although there have been similar messages in the past, the FBI and [Department of Homeland Security] have no intelligence of any specific plot or indication of a threat to the U.S.,” the e-mail said. “The FBI and U.S. intelligence community will review the message for any intelligence value.”

Carter Urges Europe To Break With US Over Gaza Blockade

Britain and other European governments should break from the US over the international embargo on Gaza, former US president Jimmy Carter told the Guardian yesterday. Carter, visiting the Welsh border town of Hay for the Guardian literary festival, described the EU’s position on the Israeli-Palestinian dispute as “supine” and its failure to criticise the Israeli blockade of Gaza as “embarrassing”.

Referring to the possibility of Europe breaking with the US in an interview with the Guardian, he said: “Why not? They’re not our vassals. They occupy an equal position with the US.”

The blockade on Hamas-ruled Gaza, imposed by the US, EU, UN and Russia - the so-called Quartet - after the organisation’s election victory in 2006, was “one of the greatest human rights crimes on Earth,” since it meant the “imprisonment of 1.6 million people, 1 million of whom are refugees”. “Most families in Gaza are eating only one meal per day. To see Europeans going along with this is embarrassing,” Carter said.

He called on the EU to reassess its stance if Hamas agreed to a ceasefire in Gaza. “Let the Europeans lift the embargo and say we will protect the rights of Palestinians in Gaza, and even send observers to Rafah gate [Gaza’s crossing into Egypt] to ensure the Palestinians don’t violate it.”

Congress Reports on Major Event Security

May 13, 2008 (WASHINGTON) – Today, the Majority Staff of the Committee on Homeland Security, Chaired by Rep. Bennie G. Thompson (D-MS), released a comprehensive report examining homeland security challenges for mass gatherings.  The report, entitled “Public Health, Safety, and Security for Mass Gatherings” details 30 recommendations for what should be done by Federal, State, and local governments, as well as the private sector to protect the public should an act of terrorism or disaster occur.   

The report shows that mass gatherings such as the Super Bowl, NASCAR races, concerts, and political conventions could be terrorist targets.  While the public health, first responder, law enforcement, and intelligence communities are doing the best they can with what they have – more can and must be done.  The report’s recommendations focus on countering biological terrorism and other threats to human health, planning for emergencies, and sharing information and resources. 

Chairman Thompson issued the following statement with the release of the report:

“First responders and their partners are working hard to ensure public health, safety and security at large-scale mass gatherings. The external threat to these venues is real and rising as interest in targeting mass gatherings grows. Without increased Federal support and guidance, they will remain vulnerable.”

A Courageous Marina Litvinenko Takes Up Husband’s Cause

Washington - Marina Litvinenko, the widow of Alexander “Sasha” Litvinenko, gave a long overdue talk to the attendees of GovSec on Thursday on behalf of her late husband. Mr. Litvinenko was scheduled to address GovSec in 2007, when he was assassinated in November 2006 with tea poisoned with polonium-210.

Mrs. Litvinenko gave an emotional account of her husband’s legacy as an FSB whistle-blower, who exposed conspiracies and corruption at the highest levels of the Kremlin, and the terrible circumstances surrounding his murder. She also said she is frustrated with the Russian government’s stonewalling of England’s extradition request for the suspected assassin.

The assassination, which took place during a meeting in London, left a radioactive trail that British investigators said traced back to Andrei Lugovoi, a Russian businessman and former KGB officer. In July 2007, Russia formally denied a British extradition request for Lugovoi and in December 2007 he was elected to the Russian Parliament.

Mrs. Litvinenko was joined by a panel of outspoken critics of President Putin’s Kremlin that included: Oleg Kalugin (a former KGB Major General who now lives in the US), Paul Joyal (an expert on Russia who was shot in Maryland four days after claiming the Kremlin was involved in the Litvinenko assassination) and Alex Goldfarb (the Chairman of the Litvinenko Justice Foundation).

Comparing the WMD-like lethality of polonium-210 to that of anthrax, the panel said the hubris of what they called a “nuclear attack in a Western country” being executed in such a brazen manner was meant to send a clear signal that corrupt elements within Russia’s leadership will do anything to protect their power. 

Mrs. Litvinenko said, “If they went to such lengths to get rid of my husband, imagine what they would do if their larger interests are at stake.”

During her presentation, Mrs. Litvinenko said that despite warnings to temper his criticisms, her husband continued to publish hard hitting investigative reports based on information he developed from his personal intelligence network.

Mrs. Litvinenko said she will continue her husband’s work and seek justice in his murder through the Litvinenko Justice Foundation (http://www.litvinenko.org.uk/). She said that as he was dying, Mr. Litvinenko had predicted that she would travel the world to carry on his work.

Finally, the panel expressed disappointment that as the trail of the investigation was leading right to the doorsteps of the Kremlin that President Bush continued to meet with Putin and praise his presidency. They also praised the U.S. House of Representatives for recently passing a resolution calling for justice in the Litvinenko case. A similar resolution is making its way through the Senate.

In closing, Mrs. Litvinenko said that despite her personal loss and the politics involved, she wishes only the best for the people of Russia and hopes recently elected President Medvedev will distance himself from Putin’s legacy of repression.

Georgia Senate OKs Concealed Guns in Eateries, MARTA Trains

Georgians with concealed weapons permits could carry guns on MARTA trains, and into restaurants as long as they don’t drink, under a bill that passed the Senate after two rounds of contentious debate Wednesday.
 
Senators tacked the provisions onto HB 257, a bill that would have allowed Magistrate Court constables to carry guns, and significantly expanded its scope.

FBI Requesting Help with Identification of Victim

The Federal Bureau of Investigation (FBI) today placed “Beloved Doe” on its “Wanted – Seeking Information” list, along with a promise of a reward offered for information leading to the identification of “Beloved Doe”, his parents, or caretaker. “Beloved Doe” was the nickname given to an unidentified male child, whose remains were discovered in a dumpster inside the Willow Creek Apartment Complex, address 7575 Office City Drive, Houston, Texas on the morning of Thursday, March 13, 2003.

The Houston office of the FBI is joining the Houston Police Department and Texas Department of Public Safety’s ongoing investigation into the death of this unidentified child in the hopes of generating the information needed to solve this case.

“Beloved Doe” is believed to have been a white male, possibly of Hispanic descent, between 3 to 6 years of age. Evidence recovered in the case suggested the possibility that the child received prior medical treatment, perhaps at a hospital or other medical facility. A medical examination of the body indicated the child died of malnutrition and dehydration. No other signs of abuse or injuries were indicated in the report.

At the time of his death, “Beloved Doe” was wearing a white disposable diaper with bears depicted on the front. He was wrapped in a gray Afghan-style blanket and placed in a red and white checkered plastic bag. “Beloved Doe” had a surgical scar on the right side of his neck, two vertical scars on his abdomen, and a small mole on his right forearm. He had close-cropped hair, bushy eyebrows, and long eyelashes. His right ear was larger than his left ear.

Investigators have reason to believe there may be individuals who have information pertinent to this investigation, but for unknown reasons, have not yet come forward. Information about suspicious persons, vehicles, or activities in the area of the Willow Creek Apartments in March of 2003 could be extremely important to this investigation.

The Houston office of the FBI is offering up to $20,000 for information leading to the identification of “Beloved Doe”, his parents, or caretaker. Anyone with information about this case is asked to contact the Houston office of the FBI at 713-693-5000 or toll free at 1-888-FBI-IDEN (1-888-324-4336). Weapons of Mass Destruction Training

Weapons of Mass Destruction Training Program (Level I) (WMDTP1-Operations)

April 7-11, 2008 in Richland, WA 

Overview:  The WMDTP Level 1 program is designed to offer OSHA Standard Operations level training for those personnel who would be the first responding officers to radiological, biological, or chemical weapons of mass destruction threats or incidents. Throughout the program, attendees will participate in a series of exercises related to this subject matter and will have an opportunity to deal with realistic problem-solving issues. The program will heighten employee safety, reduce accidents, increase employee skills, preclude penalties, and increase productivity by providing a systematic program that ensures that a first responder who would be the first to arrive at a radiological, biological, or chemical weapon of mass destruction threat or incident has knowledge of hazardous materials and can perform operation hazmat incident functions properly.

Courses in the WMDTP1 include:

DHS Offers Details on Over $3 Billion in Grants

WASHINGTON – The Department of Homeland Security (DHS) today announced the release of application guidance for 14 federal grant programs whose collective purpose is to strengthen prevention, protection, response and recovery capabilities at all levels of government. The Department uses the application guidance to set strategic priorities that support President George W. Bush’s National Homeland Security Strategy and align with the Department’s National Preparedness Guidelines and the recently released National Response Framework. Fiscal Year (FY) 2008 grant programs provide $376.3 million more than last year to enhance the nation’s ability to prevent, protect against, respond to and recover from terrorist attacks, major disasters and other emergencies.
     
“This year, we’re asking applicants to prioritize preparedness planning and counter IED threats,” said Homeland Security Secretary Michael Chertoff.  “We are focusing 25 percent of key program dollars on these priorities, and we’re giving communities even greater clarity on how we seek to minimize our collective risk.”

Since its inception, DHS has administered $22.7 billion in federal grants to states, territories, urban areas, and transportation authorities. Changes to the FY 2008 grants program include significant improvements based on extensive outreach to state and local preparedness partners. Guidance on all 14 grant programs is being released simultaneously to allow applicants more time to plan and apply for funding, as well as more rapidly begin implementing security measures. Additionally, as part of the recommendations of the Post Katrina Emergency Management Reform Act, the department’s regional offices will have an enhanced role in administering grant programs. IPP applications are due to the department no later than March 17, 2008, and HSGP applications are due May 1, 2008.

The grant program allocations for 2008 are:

Homeland Security Grant Program (HSGP) - $1.69 billion.  HSGP is comprised of four programs:

- State Homeland Security Program (SHSP) - $862.9 million to enhance state, territorial and local capabilities through planning, equipment, training and exercise activities

- Urban Areas Security Initiative (UASI) - $781.6 million to build capabilities in 60 high-threat,   high-density urban areas across the country

Law Enforcement Terrorism Prevention Activities - In addition, the department is directing that at least 25 percent of funds allocated from both SHSP and UASI build state and local law enforcement terrorism prevention capabilities

- Metropolitan Medical Response System Program (MMRS) - $39.8 million to 124 MMRS jurisdictions to enhance mass casualty preparedness

- Citizen Corps Program (CCP) - $14.5 million to states and territories to engage citizens in community preparedness

Infrastructure Protection Program (IPP) - $852.4 million.  IPP is comprised of five overall programs:

- Transit Security Grant Program (TSGP) – $388.6 million protect critical transit infrastructure from terrorism, including:

TSGP to intracity systems - $348.6 million to owners and operators of transit systems, which include intracity bus, rail and ferry systems, focused on employee training, infrastructure protection (e.g. intrusion detection, hardening of tunnel ventilation and drainage systems) and deterrent activities like canine teams

Intercity Passenger Rail (Amtrak) – $25 million to Amtrak to harden underground and underwater track and tunnels against IEDs, and train key employees in counter-terrorism

Freight Rail Security Grant Program (FRSGP) – $15 million to target resources through security plans, vulnerability assessments and employee security awareness training

- Port Security Grant Program (PSGP) – $388.6 million to enhance access control and credentialing, protect against IED and other non-conventional attacks, and conduct disaster-response training

- Buffer Zone Protection Program (BZPP) – $48.5 million to safeguard critical infrastructure sites from terrorist site surveillance or attacks with a focus on public-private partnership and fusion center coordination

- Trucking Security Program (TSP) – $15.5 million to identify and recruit highway professionals (carriers, drivers, first responders, highway workers) to actively participate in an anti-terrorism and security awareness program, as well as implement training programs and enable 24/7 call center support

- Intercity Bus Security Grant Program (IBSGP) – $11.1 million to prioritize vulnerability assessments, security plans and preparedness exercises

Emergency Management Performance Grants (EMPG) – $291.4 million to support state and local emergency management programs

Operation Stonegarden Grants (OPSG) - $60 million to land border states to enhance law enforcement border security operations

Regional Catastrophic Preparedness Grant Program  (RCPGP) – $60 million to bolster catastrophic incident preparedness in designated UASI jurisdictions

REAL ID Systems Integration and Data Verification Grant Program – $48.5 million to states for cooperative efforts to enhance the integrity and reliability of driver’s licenses

UASI Nonprofit Security Grant Program (NSGP) - $15 million to support target-hardening activities by nonprofit organizations at high risk of an international terrorist attack

The 2008 risk assessment methodology has been revised to reflect input from the 9/11 Commission Act, including the use of Metropolitan Statistical Areas. As the department invests in all-hazards capabilities across the nation, this updated grant process will further manage risk and close capability gaps.
