Wanted by FBI: Nicholas T. Sheley

The FBI is seeking information about Nicholas T. Sheley, a fugitive from Rock Falls, Illinois. Sheley is wanted for a home invasion in Sterling, Illinois, and on federal charges for unlawful flight to avoid prosecution. He is also suspected in eight homicides, including:

* the murder of an elderly man in Whiteside County, Illinois
* the murder of two individuals in Festus, Missouri
* the murder of an individual in Galesburg, Illinois
* the murder of three adults and one child in Rock Falls, Illinois

All eight victims appear to have been killed by blunt force trauma to the head.

“Nicholas T. Sheley is suspected of violently taking eight lives in the span of a few days. The FBI will bring to bear all of its investigative resources to assist the Whiteside County Sheriff’s Office and Illinois State Police in bringing Sheley to justice,” said Special Agent in Charge Robert D. Grant, FBI Chicago Division.

“We ask that citizens remain alert and report any suspicious activity that may lead to Sheley’s location and arrest. With the vigilance of the public, we can end Sheley’s violent killing spree,” said Sheriff Roger Schipper, Whiteside County Sheriff’s Office.

“Sheley should be considered violent and extremely dangerous, and we are working diligently with our partners, the FBI and the Whiteside County Sheriff’s Office, to apprehend him,” said Director Larry G. Trent, Illinois State Police.

Nicholas T. Sheley is described as a white male, 28 years of age, 5’11”, approximately 165 pounds, with green eyes and brown hair. He has tattoos on his arms, chest, and shoulders. He has a criminal history of armed violence and resisting arrest. Sheley should be considered armed and dangerous.

A reward of up to $25,000 is being offered for any information leading directly to the arrest of Nicholas T. Sheley. Sheley’s picture is featured on digital billboards across the country. Individuals with information should take no action themselves, but instead immediately contact the Whiteside County Sheriff’s Office call center at 1-866-219-8333 (toll-free) or the FBI at 1-800-CALL-FBI (toll-free). Tips can also be submitted online. For any possible sighting outside the United States, contact the nearest U.S. Embassy or Consulate.

Murder Verdict For Indy Serial Rapist

Two murder trials – one from a case more than two decades old – ended in convictions on Wednesday.

Jimmy Atteberry, accused of a 1985 rape and murder, was found guilty late Wednesday evening after a jury deliberated for 90 minutes.

“We can finally have some peace, now that this guy got the punishment he deserved,” said Adam Albertson, boyfriend of the woman Atteberry was convicted of killing. “I couldn’t be any happier.”

Opinion–I Was Robbed of My Civic Duty!

Yesterday I reported to jury duty for the first time. When that summons comes in the mail, most people are annoyed at the “inconvenience”, but for me, I was elated. Since my background is in law and true crime writing, I was praying to be selected for a juicy criminal case.

I shuffled into the court room for the “voir dire” process (an old French word for “truth“), in which both the prosecutor and the defendant’s counsel asks each potential juror questions to decide whether or not they want them on the jury.

In this first phase of voir dire, each side is entitled to what is called a peremptory challenge, a complete strategic move, in which either side can excuse a juror without giving a reason. When I found out the case was a felony trial my interest peaked! When I was told that it was a murder and rape case dating back to 1985, I put on the poker face because my insides were screaming for joy! I thought, this would be my moment to make a difference!

Murder Trial Begins For Serial Rapist

INDIANAPOLIS — A man serving sentences for rapes in other states has been charged in the 1985 rape and slaying of a pregnant 19-year-old woman in Indianapolis, police said Saturday.

Indianapolis police said DNA evidence links Jimmy Atteberry, who has been on a work-release program in Missouri, to the death of Lisa Lightfoot.

Atteberry, 48, who police described as a transient from Indianapolis who also goes by the name of Jerry Darnell, was being held Saturday in St. Louis, Mo. He was awaiting extradition to Indiana, police said.

Killer Wanted in Oklahoma Double Murder of Young Girls

WELEETKA, Okla.  — Authorities announced a $14,000 reward Tuesday as they continued to search for the killer of two young girls near Weleetka in rural Okfuskee County.

The bodies of 11-year-old Skyla Whitaker and 13-year-old Taylor Placker were found Sunday afternoon by Taylor’s grandfather, Peter Placker, according to authorities. Placker had legal guardianship over his granddaughter.

The girls, who were sleeping over at Taylor’s house, decided to take a walk down the desolate road Sunday afternoon, something they were used to doing in their rural community.

A Courageous Marina Litvinenko Takes Up Husband’s Cause

Washington - Marina Litvinenko, the widow of Alexander “Sasha” Litvinenko, gave a long overdue talk to the attendees of GovSec on Thursday on behalf of her late husband. Mr. Litvinenko was scheduled to address GovSec in 2007, when he was assassinated in November 2006 with tea poisoned with polonium-210.

Mrs. Litvinenko gave an emotional account of her husband’s legacy as an FSB whistle-blower, who exposed conspiracies and corruption at the highest levels of the Kremlin, and the terrible circumstances surrounding his murder. She also said she is frustrated with the Russian government’s stonewalling of England’s extradition request for the suspected assassin.

The assassination, which took place during a meeting in London, left a radioactive trail that British investigators said traced back to Andrei Lugovoi, a Russian businessman and former KGB officer. In July 2007, Russia formally denied a British extradition request for Lugovoi and in December 2007 he was elected to the Russian Parliament.

Mrs. Litvinenko was joined by a panel of outspoken critics of President Putin’s Kremlin that included: Oleg Kalugin (a former KGB Major General who now lives in the US), Paul Joyal (an expert on Russia who was shot in Maryland four days after claiming the Kremlin was involved in the Litvinenko assassination) and Alex Goldfarb (the Chairman of the Litvinenko Justice Foundation).

Comparing the WMD-like lethality of polonium-210 to that of anthrax, the panel said the hubris of what they called a “nuclear attack in a Western country” being executed in such a brazen manner was meant to send a clear signal that corrupt elements within Russia’s leadership will do anything to protect their power. 

Mrs. Litvinenko said, “If they went to such lengths to get rid of my husband, imagine what they would do if their larger interests are at stake.”

During her presentation, Mrs. Litvinenko said that despite warnings to temper his criticisms, her husband continued to publish hard hitting investigative reports based on information he developed from his personal intelligence network.

Mrs. Litvinenko said she will continue her husband’s work and seek justice in his murder through the Litvinenko Justice Foundation (http://www.litvinenko.org.uk/). She said that as he was dying, Mr. Litvinenko had predicted that she would travel the world to carry on his work.

Finally, the panel expressed disappointment that as the trail of the investigation was leading right to the doorsteps of the Kremlin that President Bush continued to meet with Putin and praise his presidency. They also praised the U.S. House of Representatives for recently passing a resolution calling for justice in the Litvinenko case. A similar resolution is making its way through the Senate.

In closing, Mrs. Litvinenko said that despite her personal loss and the politics involved, she wishes only the best for the people of Russia and hopes recently elected President Medvedev will distance himself from Putin’s legacy of repression.

Rising Terror Chief Worries U.S. Officials

He is Pakistani warlord Baitullah Mehsud, the accused mastermind of the Benazir Bhutto assassination. An emerging leader, sources say, who threatens to eclipse Osama bin Laden as the world’s top terrorist.

Terrorism analyst Christine Fair says Baitullah Mehsud is running a training camp for suicide bombers in Pakistan’s off-limits tribal region — a magnet for radical Islamic recruits from Europe and potentially the United States.’

Counter-Terrorism Watch (CTW): A Review and Commentary on the Latest Thinking in Counter-Terrorism Strategy, Tactics and Issues #2

In the first edition of CTW for Homeland Security Leader, I discussed the importance of and the need to focus some of our GWOT resources on Yemen. In the February 5th edition of Terrorism Focus by the Jamestown Foundation, Michael Scheuer, author of the new book “Marching Toward Hell: America and Islam After Iraq.” and former Chief of the bin Laden Unit at the Counter-Terrorist Center from 1996 to 1999 outlines the need in greater detail in his article entitled ” Yemens Role in al-queda’s Strategy. He points out three basic issues that need to be in the minds of our GWOT strategist.

One is that Yemen has played a role historically in the formation and growth of Al-Qaeda. From the days of the Soviet invasion and occupation of Afghanistan where many anti-Soviet Islamic soldiers came from Yemen to the early 1990’s where Al-Qaeda conducted its first attack on U.S. forces on their way to Somalia from Yemen to the attack on the Cole where 80% of those involved in the attacks where Saudi’s of Yemen origin to the present day where Yemeni’s are volunteering to fight U.S. and coalition forces in Iraq and Afghanistan.

Mr. Scheurer continues his article by showing the geographic importance of Yemen which is the second issue of importance. Yemen played an important role in the early years of Al-Qaeda when Bin Laden was in Sudan. Guns and fighters flowed from Yemen to Sudan and from Sudan into Yemen to cross into Saudi Arabia. Yemen also has been a staging ground for Al-Qaeda operations and movements into other parts of East Africa. According to Mr. Scheuer, it also is a place for rest and rearming for fighters returning from tours in Iraq, Afghanistan and Somalia.

The third issue relates to the possibility that Yemen might be a possible refuse of last resort for Al-Qaeda and Bin Laden if they are forced to flea South Asia. With the possible rapprochement between the Yemen government and militants, Yemen might end up being a new Afghanistan from the 1990’s where Al-Qaeda can operate freely and with impunity.

As was reported earlier in the week, Imad Mughniyah the Deputy Secretary General of Hezbollah , and one of the worlds most wanted fugitives was assassinated Tuesday by a car-bomb in Syria. As a result, according to the LA Times, The FBI and Department of Homeland Security sent a bulletin Friday to state and local law enforcement authorities advising them to watch for potential retaliatory strikes by Hezbollah. Although the FBI thinks that retaliatory strikes in the U.S. are unlikely, the United States needs to be prepared and ready for anything especially after Hezbollah’s leader Sheik Hassan Nasrallah told thousands of his followers that the killing of Mughniyah merited a violent response because it occurred outside the “natural battlefield” of Israel and Lebanon. “You have crossed the borders,” he said, in a reference to Israel and supporters of the Jewish state. “With this murder, its timing, location and method — Zionists, if you want this kind of open war, let the whole world listen: Let this war be open.” He mentioned the United States in his speech by saying ” Because we are in a real bloody battle defending our nation, our holy places and our dignity in the face of all the greed and aggression posed by “Israel”, the United States as well as those who stand behind them.”

According to the AP, in an article by Lara Jakes Jordan, “the FBI has put its domestic terror squads on the alert for any threats against synagogues and other potential Jewish targets in the United States following the killing of a Hezbollah commander”.

Obviously, U.S. intelligence, law enforcement and security officials need to take precautions against any direct threat against U.S. interests abroad and in the United States. This would be the intelligent thing to do in the short run in order to protect against any potential ‘terrorist’ attack. In the long run, the United States needs to develop a more comprehensive approach when dealing with Hezbollah. A comprehensive approach would have to take into consideration that although Hezbollah is listed as a ‘terrorist’ group by the U.S , we are joined by only 5 other countries in that designation including the UK, Canada and Australia. According to Wikipedia;

” The European Union does not list Hezbollah, or any group within it, as a “terrorist” organization,[171][172] but on March 10, 2005, the European Parliament passed a non-binding resolution recognizing “clear evidence” of “terrorist activities by Hezbollah”[173] and urging the EU Council to brand Hezbollah a terrorist organization and EU governments to place Hezbollah on their terrorist blacklists, as the bloc did with the Palestinian Hamas group in 2003.[173] The Council, however, has been reluctant to do this, because France, Spain, and Britain fear that such a move would further damage the prospects for Middle East peace talks.[173] The EU Council designates the late Imad Mugniyah as a terrorist, claiming he is Hezbollah’s “Senior Intelligence Officer”.[171][174] In the midst of the 2006 conflict between Hezbollah and Israel, Russia’s government declined to include Hezbollah in a newly-released list of terrorist organizations, with Yuri Sapunov, the head of anti-terrorism for the Federal Security Service of the Russian Federation, saying that they list only organizations which represent “the greatest threat to the security of our country”.[175]


One of the challenges faced by the international community in general and the United States in particular is that Hezbollah both addresses legitimate issues within the political system in Lebanon i.e. protection of Shia minority in Lebanon and disputed terroritories with Israel i.e. they are seen by many as a legitimate resistance force against an occupying army ( Shebaa Farms )and they are an active political party that holds a certain amount of power within Lebanon. They also provide social services, run hospitals, and provide educational programs in Lebanon. Since for the most part, perception is reality, the United States, has to deal with these facts when it thinks through how best to deal with the challenges of Hezbollah in and of itself and in the context of the broader regional issues such as Iran, Syria and the Israeli/Palestinian conflict. It is not useful in developing our counter-terrorism strategy to view Hezbollah in black and white terms only i.e. only a ‘terrorist’ group. One of the ways the United States can deal with the challenge of Hezbollah, if it is decided that it is in our national interest to do so, is to;

work to develop their constituents thus helping to remove their base of support,

while working with the international community to contain and isolate certain segments of the movement,

while helping the more ‘moderate’ segments within the organization and the Shia population to move beyond their socio-centric operating word-views into a more world-centric or at least broader socio-centric world-view.

This would be part of a ‘hearts and minds’ long term strategy that would also include more immediate military, law enforcement and intelligence operations as needed.

An ex-bin Laden hunter on why the U.S. hasn’t beaten Al Qaeda.

Michael Scheuer is a worried man—and an angry one. He’s worried by what he regards as the United States’s failure to devise a successful strategy against Osama bin Laden and angered by what he sees as the political timidity behind that failure. Scheuer has a claim to be heard. He was a CIA officer for almost 20 years. In the 1980s he was involved in the arming of the Afghan mujahedin against the Soviets. For much of the 1990s he ran the team hunting for Osama bin Laden. In 2004 he quit the CIA to write a book titled “Imperial Hubris,” an account of years of Western failure to take seriously the growing threat of Islamist terrorism. Now Scheuer has written a new book, “Marching Toward Hell: America and Islam After Iraq.” He spoke with NEWSWEEK’S John Barry about it.

NEWSWEEK: Why did you write this new book?
Michael Scheuer:
Because I think our country is in trouble. The enemy we are facing, Osama bin Laden and the movement he heads, is much more dangerous than anyone gives him credit for. Much smarter, much more talented, and now increasingly recruiting a new generation that’s better educated, not just in school terms but in operational and especially technological ways. We defeated the swashbucklers. The Errol Flynns of the jihad are gone; they’re about to go on trial in Guantánamo. Now we have the gray-suited fellows who are quiet, don’t draw attention to themselves, but are tremendously savvy.


Have we underestimated Osama bin Laden?

I think there is tremendous racism in our response to bin Laden. He wears a beard and a robe and lives in a cave. (I doubt that’s true, by the way. It’s the made-for-Hollywood version.) So we dismiss him. But it is just extraordinary to treat your enemy as an idiot, especially when you are losing two wars to him, and when our director of national intelligence is warning that Al Qaeda is rebuilt, refitted and stronger than ever.


We’ve been fighting bin Laden for longer than we fought World War II. Why haven’t we won?
Because our political elite do not want to level with the American people about the real reasons why bin Laden hates and opposes us. Our leaders say he and his followers hate us because of who we are, because we have early primaries in Iowa every four years and allow women in the workplace. That’s nonsense. I don’t think he would have those things in his country. But that’s not why he opposes us. I read bin Laden’s writings and I take him at his word. He and his followers hate us because of specific aspects of U.S. foreign policy. Bin Laden lays them out for anyone to read. Six elements: our unqualified support for Israel; our presence on the Arabian peninsula, which is land they deem holy; our military presence in other Islamic countries; our support of foreign states that oppress Muslims, especially Russia, China and India; our long-term policy of keeping oil prices artificially low to the benefit of Western consumers but the detriment of the Arab people; and our support for Arab tyrannies who will do that.
