DHS Awards $180M in Credentialing Contracts

WASHINGTON – The U.S. Department of Homeland Security (DHS) announced today that it will further advance the department’s Homeland Security Presidential Directive-12 (HSPD-12) goals by awarding contracts to BearingPoint of McLean, Va.; EDS of Herndon, Va.; and XTec, Incorporated of Reston, Va. The three five-year contracts have a total potential value of approximately $180 million.

“Award of these three contracts, in the form of blanket purchase agreements, is the next major step toward meeting our goal in deploying an HSPD-12 compliant credentialing system,” said Elaine Duke, Deputy Under Secretary for Management. “We are doing more than issuing ID cards; we are establishing a common identification credential, in one infrastructure, for technological and physical access across the department.”

The three contracts will support the execution of core services for HSPD-12 implementation and support the issuance of compliant cards for DHS employees and contractors across the department. Each vendor will be required to provide services and equipment to issue Personal Identity Verification cards that meet performance, security, and operational standards.

HSPD-12 calls for a mandatory, government-wide standard for secure and reliable forms of identification issued by the federal government to its employees and employees of federal contractors for access to federally-controlled facilities and networks.

Year of the Rat, DHS Surrenders to Unions

The Department of Homeland Security (DHS) has abandoned its effort to install new labor relations regulations as part of a revamp of the DHS personnel system. The news came in a filing with the U.S. District Court for the District of Columbia last Friday, when DHS told the court that it and the Office of Personnel Management (OPM) “will not revise the permanently enjoined regulations … at any time prior to the expiration of the agencies’ authority to revise those regulations.” That authority, which expires January 23, 2009, was granted under the Homeland Security Act (HSA).

The announcement prompted the National Treasury Employees Union (NTEU) to claim victory in its 5-year legal battle with the Administration over the department’s creation of a new labor relations system. “This successfully concludes the union’s lawsuit against DHS,” NTEU reported.

The overriding impact of this latest development, NTEU says, is that full collective bargaining rights will continue to be available to DHS employees. “This is a monumental victory,” said NTEU President Colleen M. Kelley. “It puts to rest DHS efforts to gut employees’ collective bargaining rights and give management unfettered discretion to alter fundamental conditions of employment without giving employees any say.”

NTEU says that it will continue its fight over the non-labor relations aspects of the regulations.
